Summary of Questions and Answers
Regarding Construction
of
15206 Parthenia Street, North Hills, CA 91343
The following questions and answers to same were noted by the architect at the pre-proposal meeting.
- Is the project subject to SUSUMP (Standard Urban Storm water Mitigation Plan) requirements?
The project as submitted to the City of Los Angeles is exempt from SUSUMP requirements.
- Is there an evaluation of the construction cost of the project that can be provided?
The Architect has prepared preliminary unit cost estimates of construction cost and an overall outline budget for the project. This information is not available to bidders.
- Is there a fire alarm system specified? Does the fire alarm system need to tie into an existing system?
A design-build fire alarm system is required per the drawings and shall be included in the construction costs. The fire alarm system does need to tie into the existing on-site alarm system.
- Is a low-voltage plan provided? Is low voltage equipment part of the bid?
The drawings specify data-points for computers and phone systems and wiring to these points shall be provided per the architectural and electrical drawings provided. Computer equipment and the telephone system are the responsibility of the Owner.
- Should the bid include a price for tying into the sanitary sewer system?
Project bids should include the cost of tying into the sanitary sewer per the plumbing drawings provided.
- Have the construction documents been submitted to the City of Los Angeles for plan check?
Yes.
- Has the project passed environmental review and clearance?
Yes.
- Are there on-site trees that need to be removed and has this been approved?
Per the demolition site plan there are trees that need to be removed from the site and the cost of this removal should be included in the bid.
- Has asbestos and lead been removed from the existing facility that is to be retained?
The bid for the Project should assume that asbestos and lead have been removed and/or contained at the existing facility.
- Is the project subject to Federal and County of Los Angeles prevailing wage requirements?
Yes.
- Is the Project going to be a LEED (Leadership in Energy and Environmental Design) certified project?
No.
- Is the Project subject to recycling and diversion requirements of the County of Los Angeles?
The project is subject to City of Los Angeles requirements for hauling and removal of debris. The selected Contractor is responsible for removing all debris, rubbish, and waste materials from the Owner’s property to a lawful disposal area and pay all hauling and dumping costs. These costs shall be included in the construction bid.
- Does the Project have women business enterprise and disadvantaged enterprise requirements?
The selected contractor will make and document positive, good faith efforts to utilize small businesses, minority-owned firms, and women-owned firms for direct contracts and subcontracts. A responsive bid for the Project will demonstrate the contractor’s experience and ability to make and meet positive, good faith efforts to utilize small businesses, minority-owned firms, and women-owned firms for direct contracts and subcontracts.
- What construction type will be utilized?
The project, per the contract documents, is a Type V-A, Occupancy B, fully-sprinklered structure.
- What types of frames and doors will be utilized?
Doors and frames are per A-5.0.
- What type of roof is specified?
The roof plan and type is per A-1.1.
- Will the Owner be responsible for inspections and the cost of deputy inspectors as required to complete the project?
Yes.
- Has a soils report been completed and is the soils report available?
See C-3.0, Soils Report Approval Letter. The soils report will be made available upon selection of the contractor.
- Does the building design incorporate a water filtration system?
No water filtration system is included in the Project.
- What is the last date that questions for this bid process can be submitted?
All questions and requests for clarifications shall be submitted by email to cipmccn@mccn.org no later than July 22, 2010. Answers to questions will be responded to as quickly as possible by posting on the MCCN website at MCCN.org.
- Will there be a public opening of the bid proposals?
No.
- Will ARRA (American Recovery and Reinvestment Act) signage be required?
Yes. The bid should include the cost of this signage in the General Conditions.

Please note the following answers to written questions that have been submitted to Mission City Community Network regarding the proposed new construction project.
- Since the plans call out for additional breakers in the existing switchboard, please advise the manufacturer of the MSA & MSB breakers.
The (E) breaker manufacture is believed to be by Zinsco and no longer available, allowances should be anticipated for prefabricated breakers.
- Is there a preferred routing of the new panel feeds from the existing switchboards to the new panels? Overhead through the existing building or underground through the parking lot?
The preferred routing of the new panels feeds is underground through the parking lot.
- Please advise the requirements (qty, Cat 6, racking, etc) for Tel/Data/Communications cabling.
Cat 6 cabling and a below the line allowance should be anticipated for a low voltage consultant for design build system.
- Are there any formal specifications for Electrical?
No formal specifications everything is incorporated into the drawings, Architectural sheet A-1.0 and Electrical sheets E-1-E-10
- Will the ceiling be plenum rated?
No the mechanical is not requiring plenum rating.
- How will the phones be terminated (66 blocks or in the rack)?
Allowance for low voltage consultant recommendation, would prefer a rack
- Are the racks to be provided by contractor or owner?
Allowance for low voltage consultant recommendation, equipment can be purchased by owner through vendor.
- Is the East exterior wall of the existing building to be painted?
Yes all of the exterior of the existing building needs to be repaired, patched, and painted.
- Is the trash enclosure to be painted or the CMU sealed?
The recycling area and storage area need to be CMU sealed and painted to match building.
- Is the 6’ high existing CMU wall along the alley to be painted?
The (e) CMU wall along the west property line does not need to be painted, the CMU wall at the south of the property along the alley is a new cmu wall and needs to be sealed but not painted.
- Are door frames to be painted?
All door frames should be factory finished black.
- Please provide the finish for the entry canopy (factory finish, painted)?
Black powder coated to match window and door frames
- Please provide the appliance schedule.
Owner to provide appliances, furniture, and equipment beyond schedule on A-1.2.
- Please provide specification and locations for window coverings.
Please provide below the line allowance for Window coverings. Window coverings are to be white woven vinyl coated polyester, exact color to be determined with architect. Proposals should include two line items; one for the area in the break room and training room and all exterior windows. The second line item should be for window coverings for the sidelight glazing in all exam rooms.
- Please advise if all walls are to receive insulation. Please advise any other locations that will require insulation, if any.
All CMU walls do not require insulation, all metal stud walls interior and exterior require R-19 insulation and the roof requires R-19 insulation please refer to sheet M-4.0
- Will an alternate equal be accepted in lieu of the specified Metal Ribbed Panels?
Please provide all alternates as below the line options. Alternates of equal Metal Ribbed Panels will be accepted with a full submittal package and color panel sample provided to architect assuming any savings will be passed along to client.
- Please provide specifications for the Fire Alarm. Also, please advise preferred location for the panel.
A design-build fire alarm system is required per the drawings and shall be included in the construction costs. The fire alarm system does need to tie into the existing on-site alarm system The preferred location of the panel is either in the Electrical room or the IT room based on the shorts runs and ties into existing system.
- Please provide height of the new wrought iron fence.
6’-0” high wrought iron fence
- Will commissioning be required for this project? Please advise.
Commissioning is not believed to be required and if becomes necessary will be an additional service.
- Please advise POC for new fire sprinkler system.
A design-build sprinkler system is required per the drawings we anticipate the Northwest corner of building along Parthenia for the POC.
- Please provide signage requirements (monument, exterior, interior) and specifications (type, finish, etc.).
Code required signage exterior and interior, please anticipate providing signage submittal for review and approval.
- Are there restrictions on working hours? Will we have access during normal hours to the existing facility for tie ins or will this work be performed during off hours?
There will be limited access during business hours, tie ins will need to be performed on the weekend or after hours.
- Will the existing facility be occupied and open during construction?
Yes
- If the existing facility is to be open during construction, will we be able to section off the parking lot with temporary fencing?
A staging plan will need to be submitted for client approval regarding the parking lot, construction trailer, and temporary toilets.
- Are the two TV’s to be provided by owner or contractor? If by contractor, please provide specifications.
The two 50” flat screen TV’s will be provided by owner, contractor will need to supply and install commercial approved wall hung brackets to accept owners supplied TV’s.
- Would an additional job walk be available and also have access to the existing electrical panels?
Yes the site can be available for additional access for bid clarifications. Please email cipmccn@mccn.org to arrange for additional access.
- Would a temporary trailer and restrooms be required for the duration of this project or will there be an area in the existing building allocated for Contractor’s use?
Temporary Facilities will be required.
Please note the following changes to the published schedule:
Submittal of Bids: each submitter shall provide one complete signed original and 4
complete copies including completion of Exhibit G: Required Bid Form by 5:00 PM,
August 20, 2010.
Interview for Finalists: August 30, 2010 – September 3, 2010
Notice to Selected Contractor: September 3, 2010
